The County of Elgin is developing a Transportation Master Plan (TMP) to shape the future of its transportation network. Stay informed and help shape the creation of a multi-modal system that efficiently moves people and goods using various transportation methods.

The TMP will span 30 years while focusing on vehicular infrastructure, active transportation (cycling), and transit options while coordinating with the ongoing Elgin County Official Plan update.

The study began in 2021, with the original Phase 1 report being completed in 2022, identifying needs and opportunities.

However, significant regional developments led to a pause until their impacts were better understood. The study resumed in the fall of 2024 with the TMP Phase 2 & 3 Draft Report - Multimodal Network Development and Public Information Centre (PIC) 2 - Static Information Boards now available for public engagement.

Phase 1 Update: Needs & Opportunities

An update of the Phase 1 Report, which provides the updated County context and transportation network characteristics, was made available in the winter of 2024! A brief summary of the updates to this report, as well as summary of the transportation needs and opportunities is available for public review.

Phase 2 & 3 DRAFT REPORT:
Multimodal Network Development

The Phase 2 & 3 DRAFT Report, documents the development of the preferred transportation networks, comprising the two subsequent phases of the Elgin TMP study:

  • Phase II: Network Alternatives: this phase develops future-year multi-modal transportation networks by identifying potential network alternatives (infrastructure, policies, strategies and more) that respond to identified transportation needs and opportunities, and assessing the alternatives against TMP goals to identify preferred solutions.
  • Phase III: Supporting Strategies: this phase develops in further detail selected focus-area actions and strategies identified in Phase II.

Public Information Centre # 2

A virtual Public Information Centre is available to learn about the draft recommended actions and strategies in response to the needs and opportunities identified as part of the first round of consultation.
