Transportation Master Plan
Guiding Elgin County’s Transportation Future to 2054
The County of Elgin’s Transportation Master Plan (TMP) provides the long-term direction for how people and goods will move across the County through 2054.
The TMP sets a clear, action-oriented roadmap focused on:
- Maintaining safe and efficient County roads
- Supporting economic growth and movement of goods
- Protecting key transportation corridors
- Exploring expanded passenger transit connectivity
- Improving safety for all road users
- Responding to growth, technology, and changing travel patterns
County Council adopted the TMP Final Summary Report on December 11, 2025, following completion of the Municipal Class Environmental Assessment process.
A Plan Grounded in Study and Engagement
The TMP was developed in multiple phases starting in 2021, incorporating analysis of traffic patterns, road conditions, growth projections and community engagement. The study was paused between 2022-2024 due to regional planning initiatives following the PowerCo. announcement, and investments being undertaken by the MTO.
The restarted TMP utilized new, post-COVID data, and reengaged community members, local municipal partners and stakeholders followed by a final 30-day public review to conform to requirements of the Municipal Class Environmental Assessment.

What the TMP Delivers
The TMP identifies 30 action items organized under 12 goals, phased across short-term (2025–2034) and medium-term (2035–2044) horizons. These actions combine policy direction, operational improvements, partnership initiatives, and long-term infrastructure planning to guide transportation decision-making through 2054.

A. Responding to Anticipated Road Capacity Constraints
Focuses on addressing future traffic pressures through corridor planning, capacity improvements, and supporting studies.
B. Updating County Road Classifications and Design
Ensures road classifications and design standards continue to support mobility, safety, and long-term planning objectives.
C. Rationalizing County Transportation Assets
Establishes a framework for transferring select roads and bridges and managing infrastructure efficiently.
D. Supporting Safety on County Roads
Advances data-driven safety improvements, policy clarity, and collaboration with enforcement and municipal partners.
E. Responsiveness to Changes and Challenges
Maintains flexibility by addressing growth, emerging technologies, infrastructure funding tools, and ongoing plan reviews.
F. Passenger Transit Provision
Explores opportunities to enhance transit connectivity and improve access to transit information.
G. County Cycling Network
Supports coordination of the existing cycling network and active transportation initiatives across the County.
H. E-bikes and Other Micromobility Vehicles
Clarifies policies governing the use of micromobility devices (e.g., E-bikes, electric scooters, hoverboards, e-skateboards, and small electric mopeds) on County infrastructure.
I. Pedestrian Crossings of County Roads
Develops a consistent framework for evaluating and implementing pedestrian crossing opportunities.
J. Facilitating and Managing Heavy Truck Traffic
Improves truck route clarity, signage, mapping, and enforcement collaboration to support goods movement.
K. Supporting the Movement of Agricultural Equipment
Ensures rural road design and maintenance continue to accommodate agricultural operations.
L. Supporting Rail Freight
Continues collaboration with freight rail operators and maintains safe rail crossing standards.
Implementation and Phasing
The 30 actions are phased to align with funding availability, Environmental Assessment requirements, partnership coordination, and capital planning cycles.
Some initiatives move forward through policy and operational updates, while others require additional study, funding approvals, or intergovernmental collaboration.
Looking Ahead
The TMP is designed to remain flexible and responsive. Transportation conditions will be reviewed every five years, with updates prepared as needed.
The Plan will be revisited in 2030 as major local developments and infrastructure improvements progress and their transportation impacts become clearer.
