Elgin County Begins Construction on Terrace Lodge Redevelopment
The County of Elgin is pleased to announce that construction on the Terrace Lodge Redevelopment Project will begin the week of February 22, 2021.
Terrace Lodge opened its doors in 1977 and since then countless Elgin County residents have made Terrace Lodge their home. The needs of Long-Term Care Home residents have become increasingly complex over the past 40 years and the redevelopment project will ensure that the facility meets the needs of current and future residents for many years to come.
“The planning for this project has spanned several terms of Council and we are delighted to finally see it come to fruition,” said Elgin County Warden Tom Marks. “Elgin County Council takes great pride in its three Long-Term Care Homes (Bobier Villa, Elgin Manor and Terrace Lodge) and ensuring that the residents of our Long-Term Care Homes have the best quality of life possible is a key priority.”
“The Terrace Lodge Redevelopment Steering Committee has been working diligently with the support of Council to ensure that this project moves ahead – despite the challenges faced as a result of the COVID-19 pandemic,” said Councillor Bob Purcell, Chair of the Terrace Lodge Redevelopment Steering Committee. “The Committee was able to take lessons learned from the pandemic and incorporate some additional infection prevention and control measures into the design of the new home.”
“The redevelopment is being complemented by a fundraising campaign focused on providing residents with the items that will make the new facility feel like a home,” said Councillor Giguère, Chair of the Terrace Lodge Redevelopment Fundraising Committee. “Recreational equipment, landscaping features and comfortable furniture for communal areas are just some of the items that will provide residents with the comforts of home.”
Site locates, an exterior photo survey and work on the exterior site fence have already begun and construction equipment will be delivered to the site this week. Once the equipment arrives, preparation of a construction road will commence. Construction will occur in three (3) phases over the course of 2021-2023. This phased approach will allow for the efficient redevelopment of the facility while ensuring that residents experience minimal disruptions to their daily lives.
The project will cost $35.3M over the course of the next three (3) years. Through the Ministry of Long-Term Care’s Construction Fund Subsidy, the County will receive approximately $786,000 annually for this project over the course of 25 years for approximately $20 million in funding.
