Elgin County Transportation Master Plan

The County of Elgin is developing a Transportation Master Plan (TMP). The TMP is the first comprehensive master planning exercise for the County’s transportation network and will be coordinated with the County’s ongoing Official Plan update. This Plan will be designed to look at "the big picture", identifying challenges, alternatives, steps and actions to take the County of Elgin from where we are today, to the multi-modal transportation network and landscape we envision for our future.

The Plan will span 30 years and will focus on the development of an integrated vehicular transportation network, the enhancement of active transportation amenities (cycling), and will explore transit options for Elgin's communities.

If you could pick just one place in Elgin County to make safer for pedestrians or cyclists, what place would that be?

All the new construction and inhabitants of East Road have made for very treacherous walking. The area is being used by more and more pedestrians who are forced to walk very close to car traffic. Sidewalks are needed.

Currie Boulevard & Harrison Place in Port Stanley needs a sidewalk to ensure safety for pedestrians.

I had the misfortune of seeing a good friend go down and crash on Richmond Bridge. I almost went down myself and crashed while cycling. When waiting for the ambulance a resident who was close by walked over and began to talk about how this was the third crash since the bridge was installed. This was three years ago. The bridge is unsafe and something needs to be done!

Richmond Road Bridge given the number of incidents that have happened since it was changed to the steel grater surface. How many more injuries need to happen before something is done?

Phillmore Bridge in Richmond. I personally know several cyclists that have crashed on this bridge due to it's slippery surface and sustained serious injuries requiring hospitalization and reconstructive surgery.

Just one? Richmond Road bridge…aka the “cheesegrater”. Any newly paved road without a decent shoulder (ie Sparta Line near Yarmouth)….

Phillmore bridge in Richmond.

Even as an experienced cyclist, I’ve almost wiped out on the steel bridge thanks to morning dew making it feel like an ice rink.

Even the addition of side lanes for cyclists that’s not the slippery steel would be beneficial.

As a frequent cycler on Richmond Rd. I have to agree with many others, the Phillmore Bridge is the spot. Putting a hard surfaced cycle lane on this bridge would be ideal but I'm not sure that's even possible on this structure. At the very least the warning signs need to be moved to the top of the hill on either side for those unfamiliar with the road and this bridge. Flying down that hill at 40-50 kph on a bike, it isn't too effective or safe to see these at the very last minute.

How on earth did Wellington Road between St. Thomas and London manage to get resurfaced without the addition of cycle lanes?? This is in direct contravention of the Elgin County Official Plan (2015) section E5.2 "investigate and provide for bicycle lanes wherever possible in the construction or reconstruction of roads and bridges;" not to mention the Ontario Provincial Policy Statement (2020 most recently) Sections 1.1.3.2, 1.6.7.4 and 1.8.1 among others. Philmore Bridge is yet another example of failure to adhere to your own policies.

Phillmore bridge on Richmond rd.needs to be resurfaced. I had a severe accident there 3 years ago, causing me to be hospitalized for 3 months. And I know of 3 other horrendous cycling accidents on that bridge. How many more people need to be injured before it’s deemed unsafe?

The Phillmore Bridge just past the town of Richmond. I know several people who have crashed while riding bicycles and suffered horrible injuries as a result of the poor surface choice. Even a small bike lane sized safe surface installation would improve this situation dramatically. It would like be low cost comparatively as well. Nobody else needs to get hurt!!!

Phillmore Bridge on Richmond Road needs to be remediated to allow for safe cycling. The steel grate surface causes serious injury to cyclists if even remotely wet. This has been a well-known issue for years.
