About the Project

Elgin County is undertaking a review of "Elgincentives", the County’s Community Improvement Plan (CIP), to ensure its programs remain effective and impactful for local municipal partners and businesses. This review is a critical initial step to helping the County understand how well the current Elgincentives CIP has been meeting the business community’s needs since its inception.

What is a Community Improvement Plan?

A CIP is a planning and economic development tool used by municipalities across Ontario to guide and encourage investment, development, and revitalization in specific areas of a community. Depending on the community, priorities for community improvement could include: increasing commercial activity on main streets; revitalizing public spaces, parks, or streetscapes; increasing the availability of affordable housing; seeing former industrial properties redeveloped; or other physical improvements to a community.

CIPs typically provide a catalogue of financial incentive programs specially tailored to encourage property or building owners to undertake improvement projects that are aligned with the vision of the plan. Without a CIP, municipalities are prohibited from offering financial assistance to the private sector in any way. As such, a CIP therefore provides unique and innovative opportunities for the municipality to help the community. A CIP can also identify a range of initiatives for Council to consider working toward as the plan is implemented (e.g. development of urban design guidelines, streetscaping strategy, etc.).

Community Engagement

An online survey will open from now until November XX, 2024 to gather feedback from the community on their experience with, or knowledge of, the Elgincentives CIP. The survey will help the review team better understand community stakeholder characteristics, as well as the strengths, weaknesses, opportunities, and challenges that need to be considered for community improvement in Elgin County.
